Move request / template query

Hello, I have created some templates in my userspace that's a little harder to convert than I thought. I have a question, What is the current "rule of thumb" about creating and/or importing (I use the copy/paste method) of basic templates ? 2) If I draft a list of pages I need moved where would I request this, if not here ?
